The pannier attachment hardware is completely out of the way and is not bothersome at all.

No wire hook
The Switchback is designed as a quick on and off the rack commuter pannier/backpack. The hook system does not include a lower wire hook and bungee. The cams provide a remarkable amount of retention on the rack and lateral sway is a non issue when the panniers are installed even with a minimal amount of weight.
